Owners Steve and Leigh Hearl bring a wealth of experience and knowledge from the Construction, Design, and Healthcare industry, to collectively create an outstanding and much needed building service to the Gold Coast and Northern NSW regions.
STEVE HEARL
Director & Builder
Owner Steve Hearl brings more than 30 years of hands-on experience, knowledge and craftsmanship to the building industry. Beginning his career as a plumber, Steve went on to become a fully qualified builder, turning a lifelong passion for building, creating and bringing ideas to life into an accomplished career.
For the past 20 years, Steve has worked in construction management, overseeing an extensive range of projects — from high-end residential homes and commercial apartment developments to hospitals and large-scale commercial projects. This breadth of experience has given him a deep understanding of every stage of the building process, along with an unwavering commitment to quality, attention to detail and exceptional workmanship.
Having managed projects throughout the Gold Coast, Northern NSW and Brisbane regions, Steve has also built a trusted network of skilled, reliable and professional tradespeople who share his high standards.
Steve holds an Open Building Licence as well as a Plumbing & Drainage Licence, bringing both technical expertise and practical experience to every project.
At heart, Steve is a builder and creator. He genuinely loves seeing a vision take shape — transforming ideas, plans and materials into beautifully crafted spaces that people are proud to call home. It’s this lifelong passion, combined with decades of industry experience, that he brings to every project.
LEIGH HEARL
Business Manager & Design
Leigh Hearl brings more than 20 years of senior management and leadership experience, including over a decade within the disability and healthcare sectors.
From 2003 to 2012, Leigh established and grew a protective and industrial coatings business from the ground up, building it into a successful operation employing more than 28 staff. Her career then took a meaningful turn when she discovered a deep sense of purpose in supporting people living with disability, those experiencing health challenges, and older Australians.
Over the following years, Leigh held senior leadership positions across the healthcare and disability sectors, successfully guiding business units towards sustainable growth while ensuring quality, compassionate services remained at the heart of their work.
Alongside her professional career, Leigh has always had a genuine love and passion for interior design and creating beautiful, welcoming spaces. Today, she brings together her business experience, creativity and natural understanding of people to help clients transform their houses into homes that truly reflect who they are and how they want to live.
For Leigh, interior design is about much more than how a space looks. It’s about understanding the people who live there and creating thoughtful, functional and beautiful environments that feel uniquely theirs — homes they can truly love and adore for years to come.
LAVIÑA ANNE CALAGUAS
Construction Administrator
With a Bachelor of Science in Civil Engineering, majoring in Structural Engineering, Laviña brings a solid technical background and hands-on experience to her role at Project 28. Prior to joining Project 28, she served as Project Manager and Project Engineer at SH Yada Construction Corp, where she developed her expertise in structural and construction management. Today, Laviña plays a vital role in maintaining project flow and financial accuracy through precise contract management, RFI processing, submittals, and budget tracking.
